AOAC INTERNATIONAL
TERMS OF REFERENCE
I. NAME:
PRESIDENTIAL TASK FORCE ON MARINE AND FRESHWATER TOXINS
II. MISSION:
To advise AOAC INTERNATIONAL on how to meet the analytical needs of the Marine and Freshwater Toxins Community and to participate in meeting those needs.
III. RESPONSIBILITIES:
- Serve as experts in the field, and identify other experts. Recommend individuals who can serve as voting and non-voting members of the Task Force, and as Chair.
- Develop and prioritize a list of marine and freshwater toxins that need validated methods.
- Assist in identifying existing methods for validation through AOAC validation programs.
- Recommend to the AOAC INTERNATIONAL Board of Directors policies and procedures necessary to accomplish the mission of the Task Force.
- Endeavor to actively support the work of the Task Force through (including but not limited to):
- Garnering of sources of funding (except where prohibited by employer);
- Identification of potential participating laboratories;
- Sample identification and acquisition;
- Increasing program awareness among stakeholders
- Assisting AOAC in the identification of study directors.
- Assisting in the identification and development of other quality measurement tools.
- Participating in the validation of methods.
- Assisting in identifying venues for members of the Task Group or the community to gather and assisting with meeting content
- Taskforce members serve at the pleasure of the President of AOAC. All voting and nonvoting members are expected to actively participate in the work of the task force; including (but not limited to) promptly responding to communications, attending and actively participating in meetings, reviewing meeting background materials and agendas prior to meetings, and accepting and following through on assignments. Members who do not actively participate or miss two consecutive meetings, may be removed from the committee by the Chair (Including electronic meetings occurring over the course of 5 working days).
IV. COMPOSITION AND ORGANIZATION:
The Chair of the Task Force is appointed by the President of AOAC. The members of the Task Force are appointed by the Chair.
The Task Force shall consist of a Chair and a minimum of 8 and maximum of 12 voting members (13 maximum voting members with Chair). The remaining members of the Task Force will consist of non-voting participants. Meeting observers may attend and speak at Task Force meetings at the discretion of the Chair. A quorum will be declared if (in addition to the Chair) one half (½) of the voting members are present. The Chair serves until the mission of the Task Force has been completed, at which time the Task Force will retire. If unable to continue service, the Chair will recommend a replacement from within the Task Force subject to approval and appointment by the President. Each voting member will be appointed for a two-year term, which may be renewed at the Chair’s discretion. The Task Force voting members will represent a balance of government, (no more than 2 voting members from the same agency, including the Chair), industry and academia as appropriate to the scope of the Task Force. No more than one-half of the voting members can be from industry.
V. STAFF LIAISON:
The Executive Director shall assign a member or members of the AOAC staff to serve as staff liaison(s).
